Conditions for a Sharenet

The VET sector in Australia exhibits a number of important characteristics which have made it difficult in the past to conduct copyright licensing activities efficiently, and which suggest that a ShareNet approach to copyright licensing would yield improvements.
Set out below are some key characteristics of the VET sector:
- a clearly defined industry/sector
- many stakeholders in the VET sector
- trading in/distributing a substantial body of VET materials
- some material acquires value from use/standardisation, rather than from being rationed
- need for frequent exchange: free/low cost; casual
- proper formalities are uneconomic using conventional approaches to legal documentation
- exchange is inhibited or occurs in ignorance/contempt of copyright
- recurring elements in basic transactions
- complex relationships between players
- incessant change in infrastructure and institutions in the sector
- difficult to predict trends
- efficient exchange in the "ShareNet" would give competitive advantage outside
The proposed AEShareNet system is a multilateral framework for copyright licensing which should be better adapted to these circumstances than existing, bilateral licensing activities.
